The Flat Top Mountain Regional Technology Campus Add-on consists of approximately 268.56 acres in Mercer County, West Virginia. The assembled property comprises six parcels that complement the broader Regional Technology Campus concept and provide additional development capacity for advanced manufacturing and digital infrastructure.

The property is planned as a strategic expansion area supporting the Regional Technology Campus, accommodating two 1,440-ton-per-day synthetic graphite processing plants together with approximately 200 MW of electrical power. In addition to graphite manufacturing, the site is intended to integrate with the campus’s broader vision for data centers, advanced technology, energy infrastructure, and high-value industrial development.

Its proximity to the Regional Technology Campus creates opportunities for shared utilities, transportation infrastructure, workforce development, and future expansion, positioning the property as a key component of a larger technology and advanced manufacturing ecosystem in southern West Virginia.

OASIS Technology & Innovation Campus

Mercer County, West Virginia | Powered by TNT MME 250 megawatts behind the meter — built on the coal waste America left behind.

OASIS is a 500–800 acre behind-the-meter innovation district on an elevated, secluded ridge site in Southern West Virginia, anchored by TNT MME [expansion TBC], TNT Biofuels’ Mercer County generation and advanced-carbon facility and in partnership with alfa8. Built out in phases, TNT MME scales to 250 MW of dedicated, dispatchable campus capacity — hydrogen-generated from Appalachian coal and legacy refuse — backed by 1 GW of available LNG input on site, giving the campus fuel headroom well beyond design load and a firm, non-grid redundancy path for Tier IV. Paired with BESS storage, that architecture displaces diesel wherever it can be displaced and holds remaining generator test runs to the minimum certification allows. On that foundation sits a phased Tier IV data center platform built from the slab up for AI-density workloads: direct-to-chip liquid cooling, immersion-ready white space, and sovereign on-premise data enclaves engineered to absorb the next three generations of compute. Around the digital core sit precision and distributed smart manufacturing, vertical farming research, rapid prototyping, and workforce training — sharing one power island, one waste-heat loop, one fiber spine. Not a data center with amenities. An industrial commons where compute, manufacturing, food, and human capital are engineered as a single system.

Its environmental case is its feedstock case. TNT’s plants consume decades-old gob piles — the coal refuse leaching into McDowell and Mercer County groundwater since the last century — turning a standing liability into power, synthetic graphite, and activated carbon. Reclamation isn’t a mitigation line item; it’s the fuel supply. That activated carbon feeds filtration for long-overdue clean water infrastructure in Welch and surrounding communities. Domestic graphite cuts a 100% U.S. import dependency in a material critical to batteries, defense, and semiconductors. On-site renewables and BESS trim combustion hours; elevated topography, generous setbacks, and engineered buffers of layered evergreen and deciduous planting manage particulate, noise, and visual impact at the campus edge. Behind-the-meter generation keeps 250 MW off a grid regional ratepayers would otherwise subsidize. And with Bluefield State University and regional workforce partners, OASIS trains Appalachians for the jobs actually on the campus — turning the region that powered America’s last industrial century into the one that builds its next.
